Currently you have to click on individuals and families to make that option available. When the cursor is over it to start with the other two options are the only options to appear.

When on a desktop we are seeing the 'Make a Payment' menu option when hovering over Individuals and Families. However, when on a mobile device or using the mobile menu the 'Make a Payment' menu option is not available. We will definitely get a ticket created to add that to the mobile navigation.
